Powell Boulevard Schematic Design

Powell Boulevard is at various stages of buildout and needs to be upgraded to meet basic City standards. Some sections are missing sidewalk, not all intersections function well, transit service and bus stops need improvement, and the downtown core is not well supported by Powell Boulevard. The proposed project will redesign and reconstruct Powell Boulevard from 174th to Burnside. This four-mile corridor project will standardize the road and add amenities to the downtown section, such as a raised landscaped median, historic street lighting, and wide sidewalks. Powell Boulevard is now under state jurisdiction. However, once construction begins, jurisdiction of the street will be given to Gresham. This change in street jurisdiction will allow greater flexibility with the design.

The City was awarded a $71,500 state grant to develop a concept plan for Powell Boulevard that addresses the issues identified above. The City was also awarded a $5.25 million state grant to reconstruct Powell Boulevard within Gresham city limits. The City is contributing $6 million in transportation impact fee monies. Even with $11.25 million in construction funding, the City cannot build a dream street. Safety and capacity improvements will take priority and remaining funds will be directed to the boulevard improvements in downtown.

The concept plan must be complete by June 30, 2003, to meet the requirements of the grant. City staff will begin engineering the project until 2005 when construction is anticipated to begin. Project construction must be complete by 2008. Two public meetings were held at Gresham City Hall.
