Property InformationInformation regarding the proposed site from the city of Gresham's development code, GIS system, and zoning Site Design Review: Planning and Development Process This piece of property is actually made up of six lots (not including the parcels on which McDonalds, DEQ, and brake shop are located as well as another lot that is currently under development for a dental/retail building).
All seven lots are currently zoned as Community Commercial (CC). Zone CC is a Corridor Development District. The definition of Community Commercial is: "This district designation is applied to larger nodes of primarily commercial development clustered around the intersections of arterial streets. This district will accommodate a wide range of community-scale commercial uses, including retail, services, and offices. This district also permits housing as a secondary use, with attached dwellings being developed in conjunction with commercial construction. New buildings will be pedestrian-oriented with parking placed behind or beside buildings." There are two additional pieces of property that are likely to be included as well: • The piece of property behind the old QFC that Wal-Mart has reportedly purchased-- it is 1.33 acres. The info on that piece of property can be found here. • The piece of property located between Powell and Powell Ct. Wal-Mart has asked the city to vacate its right-of-way for Powell Ct. If they do so, I would imagine Wal-Mart would want to use the property covered by the road and the small piece between it and Powell. Information on that piece of property (0.47 acres) can be found here. The proposal keeps mentioning a figure of 11.5 acres; however, the above figures only total just over 11 acres, including the road leading into the property off of Highland. This means that Wal-Mart must also be intending on adding some more property to the area somehow-- possibly purchasing some of the property that the Linneman Station is on or getting even closer to the Springwater Trail. If the street is not vacated, the property size is only around 10.5 acres. I am hoping that the information that the city currently has will give more detail on the exact property that Wal-Mart is planning to build on. The Wal-Mart Supercenter in Wood Village is located on 18.31 acres of land. This does not include the lots on the ne corner of the property where development on additional businesses is currently underway. The new Clackamas Wal-Mart (82nd & Otty Road) is being built on 10.19 acres. It is not a Supercenter. The Portland Wal-Mart (82nd & Holgate) is located on 12.43 acres of land. It is also not a Supercenter. According to city development code 9.0822(B) DEQ Indirect Source Construction Permit: "All parking areas which are designed to contain 250 or more parking spaces, or to contain two or more levels shall require review by the Oregon Department of Environmental Quality (DEQ) to: (1) Acquire an Indirect Source Construction Permit; and (2) Investigate the feasibility of installing oil and grease separators." As this parking structure will contain 800+ spaces, it will need to be submitted for review to DEQ. Development Code 9.0861 pertains to parking structures. It seems that with the parking lot being underground in two levels, it would be considered a parking structure.
